Because not everybody wants every tag in some kind of specific list?
Maybe you want to give items just a temporary tag. This would be impossible if all tags would be stored automatically in the current list and you'd need to clean up that list afterwards.

Ok, but if I understand correctly, the only way you could even get it to show there as a Last Tag is to properly create a tag in the first place, essentially adding it to the List? Or is there another way of creating temporary tags that I'm not aware of?
So the process would be (in a fresh install, no tags present): Add Tags -> tag A gets added to the list -> Add Tags -> tag B gets added to the list -> Add Last Tags: B ... then clear the list -> Add Last Tags: B forever until you add another tag properly? Again, you wouldn't even get tag B if you hadn't created it in the first place, thus adding it to the list?
Edit: Scratch that, I get now that you can essentially use any clipboard data as a Tag without adding it to the List. Sorry.

It doesn't matter if you add a tag to a list or not (e.g. when disabling the checkbox in "Add Tags..."), the last used tag is always the "Add Last Tags: xxx" that you get in the context menu.
